Personal Property Information

PERSONAL PROPERTY:

All businesses located and operating in Tolland are required by Connecticut State Statute to file a Personal Property Declaration annually. Personal property forms are mailed out in late September to those known individuals having taxable personal property.

Taxable personal property is tangible property other than real estate, as described in Sections 12-41 & 12-71 of the Connecticut General Statutes. This is a state requirement and is not exclusive to Tolland. Examples of taxable personal property include, but are not limited to: unregistered motor vehicles, motor vehicles registered in other states but used in Tolland, campers, business equipment, electronics used in business, horses/ponies, construction equipment, commercial equipment, furniture and fixtures used in the operation of a business, farming and mechanics tools, leased equipment, cables, conduits and pipes of gas, electric and water companies.

If your business has not received a personal property declaration please contact the Assessor’s Office. Declarations can also be accessed and printed from the Forms and Documents tab. Failure to receive a Personal Property Declaration does not relieve you of your obligation to file. It is the responsibility of the property owner, or lessees, to file a declaration each year by November 1st.

Personal property declarations must be received in the Assessor’s Office by November 1st. Failure to return a completed, signed and dated declaration by the deadline will result in a 25% penalty, an estimated assessment according to state statute and negates the rights to appeal an assessment. Taxable personal property which is not declared but discovered by the Assessor will be penalized and valued by the Assessor. If you closed your business, sold your business or moved during the past year, return the affidavit found on the personal property declaration. Questions may be directed to the Assessor’s Office at (860) 871-3650.
