American Rescue Plan Act (ARPA) Subcommittee

The Tolland Town Council established the American Rescue Plan Act (ARPA) Subcommittee in 2021 to evaluate requests for funding for projects, equipment, programs and other considerations to benefit the residents of Tolland.  The award amount for Tolland is $4,331,206 in Federal ARPA funds.  The ARPA Subcommittee thanks you for your patience with us as we work through the process of how to decide the best funding allocations.

The chosen implementation method for eligible uses of these funds fall under the “Providing Government Services” rule.  A recipient may use funds for the provision of government services to the extent of the reduction in the recipient’s general revenue due to the public health emergency.  There are two methods of calculation and we have chosen the one time election to calculate the amount under the “Standard Allowance”.  The Standard Allowance is the reduction in the recipient’s general revenue due to the public health emergency over the period of performance deemed at $10,000,000 dollars or less.  Any requests for funding must fall under the guidelines of this rule. 

The ARPA Subcommittee meets the fourth Thursday of every month at 4:30 PM via Zoom meetings, unless otherwise noted on the website.  The agendas with the link to each meeting are posted on the ARPA Subcommittee webpage.  Public input is encouraged and there will be opportunities for public comment at all meetings.  If there are any suggested requests for potential projects, equipment or programs that fall under the “providing government services rule”, please submit them to the Chair of the Subcommittee at cyudichak@tollandct.gov for consideration.
