Planning & Zoning Commission

The Planning and Zoning Commission consists of five members: four are elected to four-year terms and one is elected to a two-year term. The Planning and Zoning Commission is authorized by State Statutes and the Town Charter to establish land use policies consistent with the Town's Plan of Conservation and Development.  The Commission also advises the Town Council on zoning and short and long term planning matters.

The Director of Planning and Community Development provides administrative and technical support to this Commission by reviewing development proposals and advising the Commission on applications. 

Zoning Board of Appeals

The Zoning Enforcement Officer is the technical advisor of the Zoning Board of Appeals. This body consists of five members: four are elected to four-year terms and one is elected to a two-year term. The powers and duties of the Zoning Board of Appeals are defined in the Connecticut State Statutes. The duties of the Zoning Board of Appeals include hearing petitions from residents seeking relief from zoning regulations and from an order issued by the Zoning Officer. The Zoning Board of Appeals is also mandated by the State Statutes to hear petitions from applicants involving the issuance of licenses for locations for gas stations or motor vehicle repair to ensure that the proposed location meets prescribed safety criteria.

Inland Wetlands & Watercourses Commission

The Inland Wetlands & Watercourses Commission consists of a five-member board (with two alternates) appointed by the Town Council on a bi-annual basis. The Inland Wetlands Agent provides the Inland Wetlands Commission with technical advice. This Commission, with the advice of the agent, is responsible for regulating wetland activities through site plan reviews, enforcement of regulations, and public education programs that will have a cumulative effect of reducing impacts on wetlands and watercourses.

Design Advisory Board

The Design Advisory Board provides guidance on site design and architectural design of buildings and structures. The goal is to encourage buildings to be in harmony with the character of the neighborhood and surrounding uses, preserve and improve the appearance and beauty of the community, and protect property values and Tolland’s architectural heritage. The Board is a non-regulatory, appointed board.
